Blackwell Mayor makes court; former City Manager still wanted

Blackwell Mayor T.J. Greenfield was in court for the status docket hearing on Friday afternoon. Greenfield’s preliminary hearing is set for March 28 at 10 a.m. in Newkirk following allegations and charges of embezzlement this past summer that resulted in a warrant being issued for his arrest.

Greenfield is currently facing three charges of embezzlement, one count of fraud, and one count of conspiracy. Greenfield is accused of profiting $129,489.50 from transactions involving his concrete company, the City of Tonkawa, and the City of Blackwell where Greenfield had served as Mayor at the time.

Also facing charges in the case is former Blackwell City Manager Thomas Lynn “Chip” Outhier, who faces the same charges as Greenfield and Tonkawa City Manager Kirk Eugene Henderson, who is facing felony charges of fraud and conspiracy. Henderson’s status docket is set for December 17. A warrant is still outstanding for Outhier.
