Preston Lee Horstman Jr

Preston Lee Horstman, Jr., 81, of Port Hadlock, Washington passed away April 19, 2025. He died doing what he loved. He was sailing his new boat home, when they struck a rock in stormy weather, developed a leak, and the boat broke up and sank. He will be buried in Blackwell, OK, alongside his mother and father.
He lived in the Seattle and Olympic Peninsula areas of Washington state off and on for the past 40 years. He also lived in the Washington, DC, Norman, OK, Portland, OR, and St. Louis, MO areas. 
He was the only child born to Preston Horstman, Sr. and Jill Horstman, on October 2, 1943. He graduated Blackwell (OK) High School in 1961.  At OU, he earned his bachelor’s degree in 1970, and his doctorate in 1976. 
He married Margaret Jennings in 1998. He married Harriet Branton in 1967. Preston and Harriet had one child, Heather. He was also married to DeeAnn Soder (divorced).
He worked for numerous police departments, including Norman, OK, Prince George’s County, MD, Seattle, WA, and Port Townsend, WA. He was the first staff psychologist at the Dallas Police Department. He was the Executive Director of the National Assiciation of State Directors of Law Enforcement Training (NASDLET). He went on to work for Boeing as a Human Factors Psychologist and in their Leadership Center, teaching classes. He also worked in private practice as a psychologist, taught snow skiing and sailing in Seattle. At the time of his death, he was a psychologist for Lifestance Health.
He had many interests. He was an avid sailor, interested in guns, knives and coin collecting. He was a voracious reader, and also enjoyed fine pens, watches and crystal. His other hobbies included drawing, cooking and learning. He also enjoyed a short acting and voiceover career. In his spare time, he wrote a photo book about Port Townsend. As an innovator in the field, he was also working on a memoir of his law enforcement psychology career.
He is survived by his wife, Margaret Horstman of Texas. His daughter, Heather Horstman, and her husband, Clint Cook, of Tulsa, OK. Stepchildren Ben Wallis of San Antonio and Jessica Wallis of Houston. Granddaughters Katie Murphy of Tulsa, OK, Maddie Murphy of Norman, OK, and Caroline Murphy of Jenks, OK.  Cousins Richard Stafford of Wichita, KS, Goldia Clonts of Blackwell, OK, Linda Collins of Sand Springs, OK, Gwenda Anderson of Oklahoma City, OK, and Suzy Stanley of Blackwell, OK. Among numerous other extended well-loved family.
Preston lived well and loved well. He will be greatly missed by friends and family.  A memorial service will be held at Roberts & Son Funeral Home in Blackwell, OK on May 31st at 10 AM. A reception lunch will be held at The Top of Oklahoma Museum, 303 S. Main St. in Blackwell immediately following the service.  The family asks that memorial contributions be made to The Salvation Army in lieu of flowers.
