Blackwell Police Lieutenant Tyrone Owens Retires After 25 Years of Service

The Blackwell Police Department will celebrate the retirement of Lieutenant Tyrone “Ty” Owens with a come-and-go reception on Thursday, Sept. 25, at the Blackwell City Hall Council Chamber, 221 W. Blackwell Ave., from 2 to 4 p.m.
Owens, who began his career with the department in September 2000, is retiring after 25 years of service to the City of Blackwell and Blackwell Public Schools.
Throughout his career, Owens served in several key roles. After completing CLEET training in 2000, he worked patrol before becoming the department’s K9 officer in 2005, partnering with two dogs, Duncan and later Loyza. That same year, he was promoted to corporal.
In 2008, Owens transitioned to the role of School Resource Officer (SRO) for Blackwell Public Schools, a position he would hold for 11 years, while also being promoted to sergeant. He later returned to patrol as a shift supervisor before being promoted to lieutenant in 2021. Most recently, he again served as the SRO from 2024 until his retirement in May 2025.
Police Chief Jay Brewer praised Owens for his years of service and dedication to both the community and the schools.
“Lieutenant Ty Owens has given 25 years of his life to serving the people of Blackwell,” Brewer said. “From his time on patrol, to his work as a K9 handler, and especially his years as a School Resource Officer, he has left a lasting impact on our community. He will be greatly missed by the public, Blackwell Public Schools, and all of his co-workers.”
Over his career, Owens rose steadily through the ranks: patrolman from 2000 to 2005, corporal and K9 handler from 2005 to 2008, sergeant from 2008 to 2021, and lieutenant from 2021 until his retirement this year.
The retirement party on Sept. 25 will be open to the public, giving residents and colleagues an opportunity to thank Owens for his quarter-century of service.
